After completing my TESOL/TEFL program, where exactly can I start applying for jobs abroad as a non-native speaker with over 8 years of teaching experience as an English teacher?

You can apply to any job for which you meet the requirements. As a non-native speaker, unfortunately the number of jobs will be more limited, as many employers only accept applications from native speakers, regardless of experience.
The best thing to do is have a look at some of the jobs currently available, on this site and other sites, and see what the employer requirements are for each individual job.
If you do see a job that you like that says “native speakers only” or similar, it can sometimes be worth applying anyway. If you can put forward a strong enough case for hiring you, some of these employers may consider your application. Be prepared for them not to as well though…
