Maruzen
Not sure that it's the cheapest place to go. They do exist everywhere and not everyone has the luxury of going into Tokyo or a large city to look for English books elsewhere.

Toyohashi

Seibunkan
Address: Toyohashi-Shi Hirokoji 1-6 (One block north and one block west from the Toyohashi JR station)
This book store has a decent-sized English book section on the third floor. They carry children's picture books, some best-sellers, international magazines, maps and guide books, and books about Japanese culture and traditions. It's very close to the main JR station, so it's very easy to access.
